This month’s CPAN session focused on local government reorganisation and strategic planning. George Cull and Damien Smith of North Yorkshire Sport, shared their experience navigating the transition to a unitary authority and the development of the Active North Yorkshire model. Their journey highlighted the importance of political context, strategic leadership, and a commitment to public health outcomes. Notably, North Yorkshire Council opted to bring leisure services in-house, rebranding facilities as “Active Wellbeing Hubs” to reflect a broader health and community focus. A £36 million investment into facilities and a strong emphasis on workforce development underscored their place-based approach.

🔗 North Yorkshire Sport LGR and Leisure Review Summary

Pete Thomas from Lancashire County Council then provided an update on the Lancashire Growth Plan. This strategic document, soon to be published, outlines Lancashire’s economic priorities and positions culture and tourism as key growth sectors. Pete emphasised the importance of collaborative delivery, spatial planning, and the potential for investment through local pension schemes. The discussion also touched on the upcoming Local Government Review, with proposals for new unitary structures expected to shape Lancashire’s future governance.

The meeting concluded with reflections on the importance of integrated planning across housing, transport, and active communities, and a call for continued sector engagement in shaping Lancashire’s devolution journey. Attendees were invited to participate in upcoming consultations and roundtables to ensure the sector’s voice remains central in future developments.

On Monday, we will be joined by Mark Stephenson from Active Lancashire who will provide an update on the latest position from Sport England regarding opportunities and investment into CYP and Schools:

A new national framework announced before the Women’s Euros will establish School Sport Networks to enhance PE, sport, and physical activity across schools, focusing on quality, inclusion, and universal access. The School Games Review (2024–25) has proposed new delivery models, with the current SGO network funded until July 2026 and a £15 million national delivery contract due to be awarded by April 2026. The PE and School Sport Premium is also under DfE review. In Lancashire, Active Lancashire, the County Council, and the SGO Network have formed a Leadership Group with national partners to prepare for forthcoming changes, maintaining clear and factual communication to reduce confusion and build trust during this transitional period.
