Partner Spotlight: Green Steel of WA

Forging WA’s steel manufacturing legacy

Green Steel of WA is a 100% Western Australian company with the goal of creating a sustainable steel manufacturing industry for WA in an environmentally sustainable way.

The Green Steel team works closely with the Western Australian government to make local steelmaking a reality.

The company is in the process of developing two projects; a green steel recycling mill using renewable energy and a green hydrogen-powered facility to produce green steel from iron ore.

Green Steel’s proposed Collie Green Steel Mill will be Western Australia’s first steel mill as well as the first new steel mill to be constructed in Australia in over 30 years when it begins operation in 2026.

Using well-proven, advanced electric arc furnace technology, the plant will recycle 500,000 tonnes of WA scrap steel (all of which is currently exported or landfilled), converting it into low carbon intensity (green) reinforcing bar or rebar for local consumption.

In doing so, the plant will create for the first time, a true circular economy for steel in WA allowing decommissioned offshore assets to be recycled locally in WA rather than just being dismantled for export. Additionally, the clean and highly efficient plant is expected to abate between 200,000 and 800,000 tonnes of CO2 emissions per annum compared to existing methods of steel production.

The project will also create over 500 long-term, highly skilled jobs for workers most impacted by Collie’s energy transition (coal mining and power generation workers), thus playing a significant role in helping one of WA’s most iconic towns achieve a Just Transition.

The project feasibility study was made possible with support from the WA Government, following a $2.7 million commitment from the Collie Industry Attraction and Development Fund, which supports proposals that develop new or expand existing industries in Collie.

Mid West H2 DRI

Green Steel’s green hydrogen direct-reduced iron (DRI) mill in WA’s Mid West will convert Western Australian iron ore using green hydrogen to produce green DRI for export.

The plant is based on the world’s most advanced, commercially proven hydrogen DRI technology which can operate on both green hydrogen as well as natural gas, seamlessly transitioning between the two.

The plant will begin operations on natural gas (producing just 30% of the carbon emissions of a conventional blast furnace) and transition to green hydrogen as supplies become available.

With an expected green H2 demand of up to 140,000 tonnes per year, Green Steel’s Mid West plant is the key to unlocking WA’s green hydrogen industry.

The project is expected to take a final investment decision in late 2025 with operations beginning in 2028.

Western Australia Dismantling Hub Study released

We're excited to announce that we have now released the much-anticipated “Western Australia Decommissioning Hub Location Study,” a comprehensive study conducted to identify optimal sites for the establishment of a decommissioning receival and dismantling yard for offshore oil and gas assets along the Western Australian coast.

As part of our commitment to fostering the growth of Australia’s domestic oil and gas decommissioning industry, this study supports the Western Australian government’s vision of creating a sustainable and thriving decommissioning industry in the region.

The study has summarised the evaluation of potential sites on the Western Australian coast that would be suitable, concluding that:

  • A significant decommissioning liability is associated with onshore disposal.
  • Multiple locations along the WA coast are deemed suitable for onshore decommissioning facilities.
  • A multi-facility approach is recommended to address diverse market needs.
  • Recovery of pipelines is geographically viable, with considerations for separate handling of fixed assets.
  • Overlapping specifications suggest collaboration with offshore wind staging and decommissioning sites for a dual-use facility.
  • Continued support from government bodies and industry stakeholders is crucial for the success of the local decommissioning market.

Skills Review for the Australian Oil and Gas Decommissioning Industry released released

With the support of the Western Australian Government, we're extremely pleased to release the comprehensive study, conducted by Deloitte to deepen the understanding of the skills and capabilities critical to Australia’s decommissioning industry.

The study, produced after a rigorous multi-faceted approach, combines a comprehensive literature review with extensive stakeholder consultations. Engaging with oil and gas title holders, service providers, industry groups, and other key stakeholders, the study provides valuable insights into the current state and future trajectory of Australia’s decommissioning industry.

The study identified several critical themes, which were collated under four distinct, yet interrelated categories:

  1. Strength of the Australian Oil and Gas Industry: The study highlights a strong commitment to learning and collaboration within the industry, emphasizing the need for innovation to enhance overall capabilities.
  2. Context & Preparedness: Despite the growing demand for decommissioning, the industry’s preparedness varies based on activity types, influenced by multiple interweaving factors.
  3.  Workforce Challenges & Opportunities: Anticipated demand for decommissioning activity may strain existing workforce capability. The study identifies critical skills and capabilities required, shedding light on existing gaps.
  4. Planning & Regulatory Considerations: The report emphasizes a willingness to collaborate but acknowledges challenges stemming from innate competitiveness, complexities associated with decommissioning work, and decentralized capability.

Opportunities to move forward

To best support the decommissioning industry to meet anticipated demand in the medium to long term, 11 targeted opportunities to move the industry forward in a sustainable and meaningful manner were identified. Of these, this study concluded that there are 6 opportunities that are high-value and high-urgency.

CODA was back in 2024 to proudly support Australia's premier oil, gas, and energy supply chain event as the official Decommissioning Partner.

We'd like to thank everyone who took the time to visit the CODA Decommissioning Hub to connect with the team and participate in our networking events.

We were also proud to lead the program for the conference’s first-ever Decomissioning Theatre. A tremendous success, our Decommissioning Theatre hosted 18 partner presentations, 4 insightful panel sessions, and an announcement by the Hon. Stephen Dawson MLC of our Australian Skills Review for the Australian Oil & Gas Decommissioning Industry.

The NDRI would like to thank everyone who came along to an informative session "The role of research in supporting good decision making and outcomes for decommissioning" at the CODA Decommissioning Theatre on March 14, where NDRI Program Director Renae Larsen accompanied by industry and research experts, delved into insightful decommissioning case studies and explored current research in the area.

The session began with individual presentations from each speaker and culminated in a dynamic discussion panel.
