College-for-All Graduation Requirements Limit Student Futures, Expert Warns

A new research brief from Dr. Kevin J. Fleming raises concerns about requiring all students to follow a university-prep path. An October 2025 report from the Public Policy Institute of California recommends that policymakers consider making the A–G course sequence originally designed for university admission the default high school graduation requirement. Fleming warns this shift could limit flexibility for students pursuing other options like career training, community college, or the workforce.

The research suggests that a one-size-fits-all approach may reduce course choice, limit hands-on learning opportunities, and lower student engagement. Instead, Fleming advocates for maintaining strong academics while expanding multiple pathways that better reflect students’ goals.
