Well, here we are again, about to decommission another calendar year and shortly welcome in 2026. It has been another big 12 months for the Australian decommissioning industry, with significant progress in across several major projects under execution around the country. It has also been a year with plenty to celebrate and learn from. As I reflect on the state of decommissioning in Australia, what I see is an industry moving from emergence toward execution maturity. Five years ago, as activity was starting to take shape, there was a lot of uncertainty, around scope, timing, uncertainty around access to skills and technologies and regulations. One by one, these
uncertainties are resolving. Scopes are much clearer now, particularly in terms of what must be removed and how. Project timescales are becoming better understood as learnings are captured and reflected in future plans. Skills and technology are becoming less of an obstacle, both through locally developed solutions and the arrival of technologies from around the globe, and, while there remain gaps and opportunities for new and emerging solutions, we now have options for most of our needs. While still a complex web to navigate, regulations are becoming better understood by all parties. 2025 had a lot of positives to reflect on, wells were plugged, platforms and vessels removed from service, and significant volumes of other infrastructure were also decommissioned. We are definitely moving ahead with the necessary work. 2026 has all the makings of another big year. I hope everyone takes the opportunity over the festive season to spend time with family and, in quieter moments, reflect on learnings from across the industry. What can we collectively do better in 2026 than we did in 2025, so that we continue to deliver even stronger outcomes, with a sustained focus on safety and quality of work. - Francis Norman, CEO & Managing Director

Offshore Decommissioning Reforms ConsultationThe Department of Industry, Science and Resources has opened consultation on proposed reforms to strengthen decommissioning and financial assurance arrangements for the offshore oil and gas industry. This consultation seeks feedback on:
- the existing decommissioning framework in Australia
- lessons from international and onshore frameworks
- proposed areas for reform
- how these reforms could apply to decommissioning arrangements for greenhouse gas storage. Submissions are open until 13 January 2026. You can read the consultation paper and have your say via the consultation hub.
CODA Engages With Victorian MPs on DecommissioningCODA CEO Dr Francis Norman recently travelled to Victoria to provide evidence at the first public hearings of the Victorian Parliament’s inquiry into decommissioning of oil and gas infrastructure. The inquiry has received more than 160 submissions and brings together perspectives from academia, industry, environmental groups and community stakeholders. Presenting in person allowed for deeper engagement with committee members, including extended discussion over key issues such as infrastructure typologies, timelines, costs, regulatory responsibilities, wells
and potential leakage, and the interaction between state and federal jurisdictions. There was strong interest in the role of ports, employment opportunities, and Victoria’s potential to support recycling and materials recovery from decommissioning activities. Francis emphasised the importance of well-resourced regulators, clear and timely decision-making, strong interstate and federal coordination, and a balanced, holistic approach to financial assurance. CODA Presented With Early Adopter Recognition AwardWe were recently presented with an Early Adopter Recognition Award by Jake Stride, CEO at rahd·AI. CODA engaged rahd·AI to support the development of our Forward Outlook tool, enabling us to gather and analyse publicly available offshore decommissioning data and present it through a single, easy-to-use interface. Jake and the rahd·AI team took on the challenge and successfully delivered a capability that hadn’t previously existed in the global decommissioning landscape. As an organisation
that’s committed to supporting innovations that strengthen the decommissioning industry, we’re pleased to have played a role in rahd·AI’s early development journey, and are extremely happy with the outcomes achieved through this collaboration. Our collective efforts continue to strengthen the science needed to support informed decision-making for offshore decommissioning in Australia. However, there is still much more to achieve in this space, and the value of continued collaboration and curiosity remains central to the program.
