New marine biosecurity rules for the Tasman-Nelson Region  

New changes to the Tasman-Nelson Regional Pest Management Plan (RPMP) are now in effect and will impact boat owners and operators entering the region. These amendments aim to reduce the risk of invasion by Mediterranean fanworm (Sabella spallanzanii) and other marine pests to protect our marine environment. The new rules also bring Tasman-Nelson in line with the Marlborough District Council RPMP, so there is consistency in managing marine pests throughout the Top of the South.

Upcoming summer hull surveillance

This summer, our divers will be out inspecting vessel hulls across Tasman, Nelson and Marlborough. Hotspots including Abel Tasman National Park, all of the Nelson area, and Marlborough Sounds. 

Why does my vessel need to be surveyed? 
Marine pests hitchhike on dirty hulls. There are rules in place to protect our coastlines from unwanted marine pests. These surveys ensure there are no marine pests on your vessel's hull. 

What can you expect? 
When out and about, our diving team may undertake a 5-minute snorkel survey to inspect the hull of your vessel for any marine pests and hull biofouling. You will also be asked some basic information about your vessel. If your vessel is deemed to have a biosecurity risk, MPI and/or the relevant council will be contacted and will arrange a follow-up. 

What can you do to prepare? 
Ensure your boat is pest-free.

It’s good seamanship to prevent fouling build-up beyond a light slime layer. Make sure you clean dirty hulls and niche areas, bilge water and all equipment. Capacity at haul-out facilities may be challenging, particularly at peak times (summer). We encourage boat owners to book their maintenance in as early as possible.

Top of the South Marine Biosecurity Partnership Annual Forum 2024

The Top of the South Marine Biosecurity Partnership held its Annual Forum for 2024 last month, bringing together marine biosecurity partners and stakeholders in Nelson and online. The day was an opportunity to share updates across the sector, discuss future priorities and catch up with colleagues in the industry. Key participants included representatives from Biosecurity New Zealand, Cawthron Institute, Aquaculture New Zealand, Department of Conservation, NIWA, Auckland Council, Bay of Plenty Regional Council, Port Marlborough, and Nelson Marina.  

A highlight of the forum was the final workshop, where attendees explored their most important priorities for the future. One recurring theme was the need for consistent and cohesive public messaging through campaigns like Biosecurity New Zealand’s ‘Protect our Paradise’. Standardising biosecurity rules through a national pathway plan also emerged as a priority, reflecting the sector’s desire for consistent rules across the regions. 

Participants also expressed strong support for the use of innovative tools, particularly environmental DNA for surveillance. Developing frameworks to assess the biosecurity risks of incoming vessels and encouraging the advancement of new technologies were also discussed. Collaboration was emphasised, with attendees calling for recognition of partnerships across the marine sector. 

The discussions and outcomes from the forum highlighted a shared commitment to protecting the Top of the South’s marine environment. Thank you to everyone who attended; your support and enthusiasm made the day a success!
